The ballast is an electrical device that starts the fluorescent bulb with a higher voltage then goes to a lower operating voltage after the initial start.
If you're looking to save energy, you may want to consider the F17T8 fluorescent as a natural replacement. They're more energy efficient and operate on electronic ballasts. The length is the same and the pins are identical so it will fit anywhere an F20T12 fluorescent will fit. The only thing to remember is that you'll have to change the ballast as the F17T8 does not operate on the same ballast that the F20T12 does, which is usually magnetic.
With a medium bipin base, F20T12 fluorescent light bulbs are still a good solution to get right light into your task lighting and other kinds of lighting for offices or homes.
